Data Architect

Dubai Health Authority (DHA) is seeking an experienced Data Architect to help design and build a Unified Data Platform (UDP) that will serve as the single source of truth for DHA’s data and analytics. The role will also contribute to enhancing and delivering other data-related projects across DHA

Dubai Health Authority (DHA) is the government organization responsible for regulating, planning, and overseeing healthcare services in the Emirate of Dubai. DHA’s systems cover major healthcare domains, including clinical services, insurance, licensing, public health, and others

For context:

DHA is building a centralized platform (UDP) that brings together data from all source systems, processing, and analytics across DHA in one place

The main responsibility of this role is to design the architecture, support, and continuously improve the UDP. The role will also involve contributing to the design and improvement of various internal data-related projects

Responsibilities:

1. Data Architecture (overall data architecture and long-term direction)
2. Data Modeling (design conceptual, logical, and physical data models)
3. Data Platforms (how warehouses, lakes, lakehouses, databases, etc. should be organized)
4. Data Integration (how data moves between operational systems, ETL/ELT pipelines, APIs, DWH, BI, etc.)
5. Data Governance (with data governance specialist) (establishes standards for data definitions, ownership, quality, metadata, lineage, dictionaries, glossaries)
6. Security & Compliance (how sensitive data should be protected and accessed)
7. Technology Decisions (evaluate and select appropriate technologies and architectural patterns)
8. Architecture Standards (principles, standards, patterns, and reference architectures for engineers)
9. Data Lifecycle (how data is created, stored, transformed, archived, and removed)
10. Stakeholder Alignment (translate business requirements into technical/data architecture and work with engineers, analysts, security, and management)

Main:

1. Data Modelling (conceptual / logical / physical data models, normalization/denormalization, star/snowflake schemas, slowly changing dimensions (SCD), master/reference data)
2. Data Platforms Architecture (data lake/warehouse/lakehouse, medallion architecture, data marts, semantic layers, batch vs streaming, CDC, data retention, historical data)
3. Databases and SQL (advanced SQL, indexes, partitioning, sharding, isolation levels, etc.)
4. NoSQL (document databases, key-value storages, object storages)
5. Data Integration (ETL/ELT, batch/streaming processing, message queues, retry mechanisms, idempotency, monitoring)
6. Data Governance (data quality, data ownership/stewardship, data lineage, data catalog, master data management (MDM), reference data, data classification, etc)
7. Security & Compliance (RBAC/ABAC, encryption at rest/in transit, secrets management, PII/PHI handling, row/column-level security, data masking/tokenization, auditing)
8. Programming languages (it's not mandatory but would be nice if you're able to understand/review and sometimes write some Python code or have experience with other programming languages)
9. English: intermediate English that is enough to support daily conversations and understand technical / data related topics. There is no need to be a great speaker with a royal accent :)

Nice to have:

1. Healthcare / MedTech domain experience (HL7, OMOP, DICOM, EHR/EMR, ICD-10, SNOMED CT, LOINC etc.)
2. Experience with Microsoft Stack (SQL Server / Microsoft Fabric / SharePoint, Power BI, Microsoft Entra ID, Azure Private Link, etc.)
3. Experience with InterSystem IRIS DBMS

Interview Cycle:

1. Introduction interview: 30 min
2. Technical interview: 1 - 1.5 hours
3. Test Assessment (Optional): In some cases we may give a test assignment to design and discuss an architecture for a project related to the healthcare field that is close to a real-world scenario

Notes:

1. We understand that it's impossible to know everything at a deep level so it's ok if you don't cover some requirements. We assess overall understanding
2. Strong Data Engineers/DBAs/Data Analysts/Data Scientist with good architectural knowledge of analytical data platforms who want to move into Data Architecture are also considered for this role

Location & Schedule:

1. Schedule: Full-Time | Monday-Thursday, 8 hours, starting between 6:30 - 8:30 | Friday 4.5 hours, starting between 6:30 - 8:30
2. Location: from an office in Dubai | some teams work from home on Fridays
3. Ramadan Time (1 month): hybrid, 4.5 hours every day
4. Holidays: as per UAE law
